As a consultant and subject matter expert at the Center, Will Hornsby brings over 20 years of public sector child welfare and human services experience at the local, state, and federal levels. Currently, Mr. Hornsby serves as the Vice President of Child Welfare and Human Services at Public Knowledge® where his work focuses on business development efforts to assist state and local child welfare and human service agencies in evaluating their programs and implementing needed improvements in their practice, policies, and procedures. In a previous position with the Children’s Bureau, Mr. Hornsby managed the Child and Family Service Reviews (CFSRs) of state child welfare services programs in all 50 states, Washington, D.C., and Puerto Rico.
Previously, Mr. Hornsby worked for the Alabama Department of Human Resources where he focused on reforming child welfare practice at the state and local level in accordance with Systems of Care principles. At the state and federal levels, his work involved the design, implementation, and management of ongoing processes for evaluating the effectiveness of child welfare practices and policies on the outcomes for children and families and recommending improvement strategies. Mr. Hornsby’s past work has also been concentrated in the areas of management and administration, resource development, technical assistance, and direct child welfare and child support activities.
