Kathryn Simms

Kathryn Simms has been a consultant and subject matter expert with the Center for more than 5 years. In that role, she works on resource and tool development for the child welfare field, provides consultation and assistance to Center peer groups, and provides direct consultation and supports to states and participates in child welfare research and information gathering.
Ms. Simms has worked for child welfare in many capacities, including as a state agency child protective services worker and as a supervisor and administrator for child protective services, in-home services, child welfare training, and youth development. Upon leaving the state agency, Ms. Simms worked as a consultant with the University of Oklahoma School of Social Work and as an expert witness for a class action lawsuits and other lawsuits facing child welfare agencies. She has worked as a consultant for Action for Child Protection since 2006, providing services for various states concerning statewide hotline development, child fatality reviews, and coaching.
