Rita Katzman
Professional Child Welfare Experience: Since 1982
As a consultant and subject matter expert for the Center for States, Ms. Katzman leverages 40 years of experience in public child welfare and child protective services to provide leadership, support, and facilitation for several Center peer groups and contributes to the development of Center products, tools, and resources for the child welfare sector.
While serving as a national federal consultant reviewer and quality assurance specialist, Ms. Katzman conducted Child and Family Services Reviews (CFSRs) in more than 30 states. Previously, Ms. Katzman served as the Program Manager of Child Protective Services for the Virginia Department of Social Services, where she worked with 120 county directors and their respective staffs to lead statewide service delivery. Ms. Katzman was responsible for ensuring that policies and programs met standards of practice and were monitored for quality assurance. She was the national State Liaison Officer for Child Abuse and Neglect and served on the National Advisory Committee for the Differential Response System Quality Improvement Center.
