While preparing for the Child and Family Services Review (CFSR), child welfare agency staff and their partners can use this Systemic Factor Data Planning Worksheet to consider evidence of service array and resource development system functioning. A robust array of available, accessible, and culturally relevant services can strengthen families and meet the individual needs of children, youth, parents, and caregivers, which is essential to achieving safety, permanency, and well-being outcomes.
