Presents the principles underlying service provision for the Child Welfare Capacity Building Collaborative: that services are collaborative, continuously improving, culturally responsive, data informed, innovative, outcome focused, and proactive. The Collaborative supports coordination, leverages resources, and integrates the three service areas of universal, constituency, and tailored. The brief, one in a series of four, also summarizes the goals, audiences, objectives, and examples of activities for each of the three service areas.
