Helps child welfare administrators, managers, and others working with children and youth in congregate care develop a shared understanding of high-quality customized congregate care and offers foundational information for implementing the Family First Prevention Services Act (FFPSA) provisions regarding appropriate use of congregate care and qualified residential treatment program (QRTP) assessment, examples of how these provisions have been implemented, and next steps for implementation.
