Summarizes the complex adaptive systems thinking incorporated into the Child Welfare Capacity Building Collaborative's approach to capacity building. This brief describes the purpose, vision, and aims of the approach, which requires a foundation of information and data to support identifying needs and assessing capacity; planning and designing services; developing and piloting strategies and tools; delivering services; monitoring and evaluating; and reporting results.
