The goal of the Center for States is to build capacity to improve family empowerment at all levels of child welfare. The Center will partner with States to assess their family empowerment model and their capacity to infuse family voice and expertise at three levels: practice level, program level, and policy level. In addition, the Center will engage States to build agency capacity to partner with families and build family capacity to partner with the system. Peer networking opportunities to spread best practices will also be used to build capacity.
