As the Center’s Senior Manager for Foster Care and Adoption, Jennifer Marcelli, M.C.S.W., L.C.S.W., develops customized technical assistance to meet the needs of child welfare professionals in the areas of adoption and foster care and helps build capacity in these areas in state and territorial public child welfare agencies. Ms. Marcelli has more than 15 years’ experience in child welfare, including coaching and consulting with agencies on strategic planning and foster care and adoption initiatives and developing policies and procedures for agency initiatives.
Previously, Ms. Marcelli served as Assistant Child Welfare Director with Napa County, California Child Welfare Services. In that role she served as a member of the agency’s management team, developed staff training, and worked collaboratively with other counties, community agencies, and internal agency divisions to build integration of services and implement improvements. She also led the implementation team for a statewide Pregnancy Prevention Institute and served on the Mental Health and Child Welfare Collaborative Steering Committee.
As a supervisor at Napa County Child Welfare Services, Ms. Marcelli developed policies and procedures and training for the implementation of a public adoption program, collaborated with community agencies for recruitment, training, and matching families for adoption, and reorganized the Foster Care Licensing Program.
